Toy Pom Puppy Scam?

Seller advertised toy Pomeranian puppies for sale at $400 each plus a shipping fee of $150. When we made the purchase, he would only accept a Money-Gram transfer. Once the purchase was completed we were notified by the pet shipping service that there would be an additional $960 required for flight insurance and a city license. Buyer opted out at that point. There were never any puppies!
