Federal banking agent

I was told that received a one time free Grant from the federal government of $7000 to spend as I wanted add long add it was legal. I had to pay a $260 refundable fee to process. I was then transferred to this number and was told that I was required to pay a PA state tax of 700. So now that I can't pay that, I am out 260. That is wrong I would like something to be done.
