Saying that we owe a lot of money

This "no name" company is sending letters to a huge number of people saying that they owe a large amount of money and offering to restructure the balance to approximately one half of the invented amount. In our case, the invented credit card balance is $29,000 and they offer a settlement of $14,500 with 36 monthly payments of $435. We always pay our credit card in full every month.
