Paid 400 dollars to have internet ISP cleaned and secured from hackers

Got an email saying my Yahoo account was locked due to internet hacking and it gave me the phone number 1-844-506-1246 to call to get it taken care of. Now I can't log on to my laptop or PC. Called them back and they had me use a flash drive and another PC so they could reinstall operating system. Then they mailed 2 stam cards and had me scratch the code coating and give them the codes. Checked my credit card and 400 dollars was all used at Best Buy, NOT Camus IT Solutions.
