    • Defrauding students in their RN-BSN Program

      Frostburg State University has a 32 credit hour RN-BSN program. One of the final courses in the program is a 100% clinical course called NURS-495. There are no required skills/activities of the student for NURS-495, but students have to obtain 135 clinical hours at one or more approved clinical sites. The Frostburg nursing department requires the clinical preceptor and the clinical instructor to rate the student's performance in the clinical as "satisfactory" in order to pass the course. Either the preceptor or the instructor can rate the student as "unsatisfactory" and fail the student in the clinical for any reason, including discrimination based upon sex, age, national origin, religion, sexual orientation, etc. They can simply not like the student and fail them in the clinical for that reason as well! Students are never allowed to see why they were failed in the clinical, and they are not allowed to appeal their failure in the clinical. In fact, students are never allowed to see the criteria used to evaluate them in the clinical, nor the form used by the instructor or preceptor to evaluate them, either before or after it is used to fail them in the clinical. When the student is failed in the clinical they are then requiring the student to repeat the clinical in a following semester; and again failing the student. This goes on up until the student gives up on the program. By the time the student gives up on the program and decides to start anew at another school they have paid Frostburg over $9,000 in tuition and fees. They have defrauded many students this way. The President of the University, the University General Counsel, as well as the Maryland Attorney General's Office are fully aware of this scam and have allowed it to go on for the past several years.
