Customer don't return item after receive money back

Customer don't return item after receive money back. He made a chargeback on a credit card, and refuse send item back. Asking big discount or $204.-for a shipping. Now he is holding money and item. PayPal don't wont help me, and don't give to me any contact number or his credit card. When buyer receive item he had found scratches and asked me for a big discount. I offered him a full refund if he send the item back.
i need my item back.
