No call returns

I called PNC to set up a refinance to lower payments due to hardship. Lady named Tonya called next day from another co (nat'l ass. Of realtors) to help defer payments to PNC. Fee would be three payments 1. $1,100.00. 2. $700.00. 3. $700.00
This was in early December. Before the end of December, I called and rejected to plan and to CANCELL. Tonya said it would be no problem. However on the 3rd of Jan an $1,100.00 was taken from my account. I could no longer reach anything but a recording. I turned a recording of tony and the bank information over to the Feds. In Tampa, Florida
