False Claim of entitlement, then bait and switch

Guy calls, says I have won a grant. Asks questions. States I am eligible for $21K in grants, minimum. $495 fee to obtain grants for that amount. Takes credit card info, sends Invoice with different program described and all my rights are waived. I refused to sign. But will he charge the card anyway? I will call card company and tell them not to pay it.
