This website: fbi.gov.id564086140-1086047264.v78h17.com scammed me. The site said I committed a cyber crime for browsing certain webpage that are prohibited against the law and asked me to use moneypak to pay $300 fine to the website. I thought it was real and paid $300 to the site, since the website was so designed to be very "real".

It isn't that real, at most you'd need to restart your computer. Use common sense, the police don't send anything like this over the internet. you could have used a friends computer to check the domain or just opened another browser and check that it wasn't real, these have been known about for some time now.
